The Professional Educators Network (PEN) system is a professional development model designed to redefine teacher growth in today’s schools. The PEN system brings together action research, leadership development, and data-informed practice in a cohesive and practical framework.
While many existing models emphasize collaboration and coaching, the PEN system goes further. At its heart is the belief that teachers are not just learners, but leaders—capable of driving change, mentoring peers, and continuously improving their practice.
What distinguishes this model is its structured use of action research, embedded directly into Professional Learning Community (PLC) leadership. Teachers engage in systematic inquiry into their own classrooms, using real data to identify student learning needs, test instructional strategies, and measure impact. This process is both rigorous and empowering.
Aligned deliberately with Charlotte Danielson’s Framework for Teaching, the PEN model provides a clear developmental pathway toward excellence. It supports teachers in moving from proficient to distinguished practice—not through abstract theory, but through real-world application, collaboration, and self-reflection.
Too often, data is treated as an afterthought in Job-embedded Professional Development (JEPD). Here, it is the starting point. From diagnosis to intervention to evaluation, every phase is informed by evidence.

Meet our Team of International Education Leaders
Dr. Mercia de Souza brings over 40 years of experience in education. She is the designer of the PEN PD System and a seasoned teacher trainer and accreditation specialist, known for her strategic insight and dedication to school improvement.
Leon Henrico has more than 30 years of international teaching and leadership experience. A veteran PLC Leader, he has mentored educators for over a decade, fostering professional growth through collaboration and reflective practice.
Judith Cooper offers over 20 years of expertise as a curriculum developer, Accreditation Coordinator, and PD Coordinator. Her deep understanding of learning systems has helped schools align their practices with international standards.
Chanting Lee has over a decade of experience as a teacher trainer, specializing in English proficiency testing. Her expertise in assessment and instruction supports educators in delivering high-impact evaluations.
